Fillable PDF Form vs. Web PDF Form — which one should I use?

Question

PlatoForms lets me turn my PDF into either a Fillable PDF Form or a Web PDF Form. What’s the difference, and which one should I pick?

Answer

Both let people fill out your PDF in a browser and submit it digitally — no downloads, no printing. The difference is what happens to the design.

  • Fillable PDF Forms keep your original PDF exactly as designed. Only the fields become interactive.
  • Web PDF Forms reflow your PDF into a responsive, mobile-friendly layout — the content carries over, but the visual design changes.

Note: this is different from a Custom Web Form, which is built from scratch without starting from a PDF.

How to choose

Fillable PDF Form Web PDF Form
Original layout Preserved exactly Reflowed into a new layout
Mobile experience Fixed to the PDF’s original layout Fully responsive
Design control Field and font styling Full — fonts, colors, CSS/JS available
Layout modes Classic only Classic or Conversational (one question at a time)
Best for Government, tax, legal, or brand-mandated forms where the design can’t change New forms, or PDFs you’re happy to modernize

Choose Fillable PDF Form if:
Your form’s appearance is pre-approved, mandated, or something users already recognize — think tax forms, legal contracts, or official paperwork. The layout stays untouched; only the fields turn interactive. See how to build one.

Choose Web PDF Form if:
You want a modern, mobile-optimized filling experience and don’t need to match the original PDF pixel-for-pixel. This also gives you access to Conversational Form mode, which shows one question at a time. See how to build one.
